HOLISTIC
DECISION-MAKING
FOR CLIMATE
& ENVIRONMENT
OUR OBJECTIVES
MAIN OBJECTIVE
To develop an effective engagement strategy, that will serve as the basis for a successful policies
decision-making, in the climate change crisis framework.
Build an iterative knowledge co-creation process for more transparent, inclusive and representative policy design and evaluation.
Gain an advanced understanding of the factors and dynamics that shape policy and political decision-making on climate and the environment through a social science lens.
Develop enhanced state-of-the-art economic models that capture the complexity of human behavioural dynamics, physical system models, systemic risks and socio-ecological systems.
Operationalise a novel decision-making framework having risk, resilience, and opportunity at its core.
Perform a real-world, stakeholder-led assessment of the design and implementation of overarching EU policies.
Revisit decision-making tools as black boxes by promoting open access and reproducibility.

OUR OBJECTIVES
IMPACTS
Scientific
DECIPHER advances environmental economics and social sciences by improving the representation of climate damages and biodiversity loss in the economic decisions of agents in largescale models, which are linked under a comprehensive Decision-Making Framework. DECIPHER also supports the efficiency, effectiveness, and legitimacy of environmental policymaking through ex-post multidisciplinary analysis of policies, synthesizing economic thinking with behavioural, innovation, and policy studies.
Economic
DECIPHER offers stakeholders esp. from the financial sector the tools to that will help them anticipate the build-up of systemic climate risk in the financial system and ways to mitigate that risk; also insights on resilience and innovation as main drivers of inclusive economic growth. This allows for a comprehensive assessment of the impacts of climate change and for unlocking the economic potential and broader systemic co-benefits of the low-carbon transition.
Societal
DECIPHER fosters transparency in decision-making by improving the capacity of key actors to design and evaluate solutions and pathways to climate change mitigation and adaptation. In this way DECIPHER helps build a more resilient socio-economic system to future risks and disruptive events, particularly for those social groups that are disproportionately affected by climate change.
THE CONCEPT
DECIPHER is a multi-disciplinary project: it combines quantitative and qualitative methods and tools to develop and apply a framework that improves decision-making on economic appraisal of environmental policies. A conceptual overview of the project is presented below:
WE AIM AT
Engaging stakeholders to improve decision-making.
Learning from the past to increase policy effectiveness.
Linking economic and engineering tools.
Thinking beyond mainstream economics.
Enriching assessment frameworks.
Applying the holistic decision-making framework in real-world assessment.
